By default, DNS management is disabled for webhosting accounts, for reseller accounts it is enabled by default.
If you need this option, you can enable it yourself via your Customer portal. Go in the customer panel to My Products -> Webhosting -> Overview -> Magnifying glass near package you want to enable DNS managment and enable it.
